Is there a required length of sobriety to speak?

Recently, a speaker with less than 90 days was allowed to address the meeting causing some controversy among the membership. At the business meeting the topic was debated and it was decided to seek the "official" AA view point on this subject. Are there any requirements/guidelines regarding a speaker's length of sobriety prior to speaking at a group meeting?
No.

A.A.'s official guidelines are The Traditions and the 4th Tradition begins this way:
With respect to its own affairs, each A.A. group should be responsible to no other authority than its own conscience.
Each group is the highest authority in A.A. and must decide for itself what is appropriate. Your group is the only authority that can issue an "official" position on speaker requirements for your group.
